Richland Parish has three courts having criminal jurisdictions, the 5th Judicial District Court, Rayville City Court, and Delhi City Court. All felonies are in the 5th Judicial District Court. Misdemeanors and traffic cases may be in any of the three courts. The felony prosecutor has been in his position for over a decade. There are three judgeships in the judicial district and all have criminal jurisdiction. Currently, two of the judgeships are vacant due to their occupants moving to positions on the Court of Appeals and U.S. District Court. Their successors are anticipated to be former prosecutors, and that could spell trouble for those charged with crimes.
